[Openid-specs-ab] sector identifier in openid federation

Hi,

OIDC is discussing pairwise ids and how to compute them.  For several parties to have a common PPID a sector_identifier is used.

I am  wondering whether a sector_indentifier should be part of openid federation because is seems "natural" that the federating entities what a common PPID for a user.

Should a sector_indentifier added to an OpenId Federation?
Should the Federation standard not define / recommend a sector identifier  because it is easy to add to any federation anyways? How? Privacy?

Any thoughts / recommendations?

I am currently fighting against "globally unique" identifiers being used in a telco "federation", looked at openid federation but found no mention of sector_identifiers.
