[Openid-specs-ab] Making the Fetch Endpoint specific to retrieving Subordinate Statements

The working group is discussing refining the Fetch Endpoint<https://openid.net/specs/openid-federation-1_0-ID4.html#fetch_endpoint> to define that it is only used to retrieve Subordinate Statements, making it single-purpose.  The specification already provides a standard way of retrieving Entity Configurations - the .well-known/openid-federation endpoint<https://openid.net/specs/openid-federation-1_0-ID4.html#name-obtaining-federation-entity>.  The thinking is that we don't need a second way.
