Section 11 has a long verbatim citation from OIDC Core regarding the use of language tags.

This is a proposal to remove the citation and simply rely on the reference at the top of the section. Another argument to remove the long citation is that portions of OIDC Core may change with errata, so it’s best to reference rather than copy text 1:1.
