[Openid-specs-ab] UserInfo Verifiable Credentials Draft Updated

I've replaced the -00 draft of https://openid.net/specs/openid-connect-userinfo-vc-1_0.html with an edited version marking the specification as being a draft.  Thanks to Kristina for creating https://bitbucket.org/openid/connect/pull-requests/513/add-version-to-userinfo-profile to make these changes.
