The three [openid4vc](https://openid.net/openid4vc/) documents are seemingly using RFC 2119 requirements level key words like “MUST”, “SHOULD”, etc., however they don’t actually mention or reference RFC 2119 as would be expected \(see the [Requirements Notation and Conventions](https://openid.net/specs/openid-connect-core-1_0.html#rnc) section of OIDC core for example\).  

Also “CONDITIONAL” is used a few times in all caps like a key word but is not an RFC 2119 defined key word. And isn’t defined in the draft\(s\). I’d suggest reworking such instances in the text to convey the intent without using the word “CONDITIONAL” in all caps.
