We should define the term Federation Entity Keys and use it in places like [https://openid.net/specs/openid-connect-federation-1\_0.html#section-7.2.2](https://openid.net/specs/openid-connect-federation-1_0.html#section-7.2.2), where we are currently using language like “The keys used by the resolver MUST be the same keys used to construct its Entity Configuration.“
