[Openid-specs-ab] deprecation of. RSA and some EC

The trigger for effective deprecation of current public key algorithms has
already been set. I think it would be good to get the standards, including
oidc, ready for that. The trigger will be when NIST publishes the new
standards. Which could happen at any time.

caveat - the gov't changes its mind frequently about this stuff.
