[Openid-specs-ab] Welcoming Vladimir Dzhuvinov as a Federation editor

The Federation editors invited Vladimir Dzhuvinov to join us as an OpenID Connect Federation specification editor, in recognition of his already significant contributions to the specification, and we're pleased to report that he accepted.  He not only reads and creates PRs and issues, he implements the specification, and he participates in interops - a triple threat!
