[Openid-specs-ab] OpenID Connect Federation draft 19 published

See it at https://openid.net/specs/openid-connect-federation-1_0-19.html and https://openid.net/specs/openid-connect-federation-1_0.html.  This incorporates all the previously outstanding Federation pull requests, which closes the majority of the Federation issues.

Hopefully we will shortly resolve all the remaining issues and publish -20 as the basis for review as a proposed Final Specification.  See https://openid.net/specs/openid-connect-federation-1_0-19.html#rfc.appendix.E for a list of the changes made.

I'm firmly convinced that we got to this point because of the in-person meetings at the OAuth Security Workshop, both among the editors and with those who filed issues.  Special thanks also to Guiseppe De Marco for his significant contributions to the specification!
