[Openid-specs-ab] Federation editor's draft published

The new editor's draft at https://openid.bitbucket.io/connect/openid-connect-federation-1_0.html applies the changes agreed to on today's working group call.  There's one additional outstanding Federation PR https://bitbucket.org/openid/connect/pull-requests/175 which I'd like to get merged before publishing draft 19.  I've asked Roland to resolve the merge conflicts.
