[Openid-specs-ab] Adding "error" and "error_description" values to backchannel logout error responses

Per discussion in the working group, https://bitbucket.org/openid/connect/pull-requests/177/added-optional-error-and-error_description adds optional "error" and "error_description" values to backchannel logout error responses.  Please either approve or add suggested changes.

This PR is intended to resolve the last remaining logout issue.
