The standards world is no stranger to specs which partly unimplemented due to implementation and usability challenges. We simply need more deployment experience.
It could be that you see prompts to select what kind of credential you want to present (national id, passport or BSA membership card). I’d prefer this prompt happen within a wallet, but the verifier has to figure out how to explain what is acceptable to the user first anyway. Metadata in a RP request can’t really be trusted to do so from within the wallet, and might not be properly localized anyway.
It could also be that sites requesting multiple digital credentials in concert is rare enough that a site instead take the user through a ‘wizard’ flow of requesting each kind of proof separately, potentially giving the option to submit a pin off a mailed card or of photographed mail to prove residency at an address.
