[Openid-specs-ab] [bi-weekly] SIOP Special Topic Call (Atlantic 2)

as was suggested, making the dial-in URL same as the Connect call prior to this SIOP call, so that people don't have to wait wondering if the SIOP call is happening or not when the Connect call is running late... [2021-Jan-24]

Updating the calendar. Moving Pacific time zone SIOP call to a second Atlantic time zone call at 8AM PST, 5PM CEST, which was a top preference according to Doodle.



The new Atlantic 2 time is right after the Atlantic Connect call, so the proposal is to try it once and if it does not work because people are too tired after the Connect call, we will choose people's second preference on the Doodle on Tuesday.



Summary of a new cadence is the following:



- Atlantic 1: on the weeks when bi-weekly Connect call *is not* happening; usual Connect call's time (11PM JST, 7AM PST) on Thursdays

- [NEW] Atlantic 2: on the weeks when bi-weekly Connect call *is* happening; right after the Connect call (8AM PST, 5PM CEST) on Thursdays (first call Nov 4th)
