This revision addresses https://bitbucket.org/openid/connect/issues/1549 by clarifying that RP-Initiated Logout Requests are idempotent.  This was fixed by https://bitbucket.org/openid/connect/pull-requests/275.  Thanks to John Bradley, Joseph Heenan, Tobias Looker, Filip Skokan, and Vladimir Dzhuvinov for reviewing the change.
