Some Issuers require their existing paper based certificates to have their contents listed in a particular order, and require this order to be preserved in the digital credential. Thus we need to allow the way that credential claims are displayed to have an order associated with them.

Three alternative ways have been suggested:

i\)  requiring the claims metadata to be an array, or 

ii\) adding an` order` property to the metadata of each claim, or 

iii\) defining a new `order` property that lists the order of all the claims.

We need to decide the best way to indicate the ordering of claims. 

PR#243 has been written to address this issue and will be modified to reflect the decision of the group.
