[Openid-specs-ab] Bitbucket repo folder to submit contributed drafts

Per the discussion today in the Atlantic call, I have created a new folder
in the bitbucket repo to submit drafts. It is basically the same notion as
sending the draft to the WG mailing list, but with more structure and
ability to track the changes.

The folder is:

https://bitbucket.org/openid/connect/src/master/individual/

Please send the notification to this mailing list so that WG members
especially the co-chairs can find out about a newly submitted draft.
