[Openid-specs-ab] OpenID Connect 4 Credential Issuance

Hi all,

I just pushed the draft for credential issuance Kristina and I (with support of other community members) have been working on since IIW #33 to Bitbucket (https://bitbucket.org/openid/connect/src/master/individual/draft-lodderstedt-openid-connect-4-credential-issuance-1_0.md <https://bitbucket.org/openid/connect/src/master/individual/draft-lodderstedt-openid-connect-4-credential-issuance-1_0.md>). There is also a compiled version available at https://tlodderstedt.github.io/openid-connect-4-verifiable-credential-issuance-1_0.html <https://tlodderstedt.github.io/openid-connect-4-verifiable-credential-issuance-1_0.html>.

We would like to contribute the draft to the Connect WG. Please review and give feedback. We also asked for some time in the upcoming Connect call to present and discuss the draft.
