`op_iss` is not defined. Why is binding via `uid` / `did` not enough? Is the purpose of including identifier of IdA to prevent moving claims between IdAs/wallets before presenting to CCs?

In OIDC, `sub` value \(and thus `uid` value\) is scoped to `iss`, so just giving `uid` is not helpful.

BTW, this is the sentence where op\_iss is being defined.
