[Openid-specs-ab] openid-connect-federation-1_0-11

Roland and I have published the latest federation draft at https://openid.net/specs/openid-connect-federation-1_0-11.html.  It fixes a number of issues that were filed.  The history entry reads:
*        Added section on trust marks.
*        Clarified private_key_jwt usage in the authentication request.
*        Fixed Bitbucket issues #1150 and #1155 by Vladimir Dzhuvinov.
*        Fixed some examples to make them syntactically correct.
We wanted to publish this before addressing the points discussed in https://bitbucket.org/openid/connect/issues/1164/.
