[Openid-specs-ab] prompt=create working group question

Based on the OpenID Connect working group call today, I'll be submitting 
the draft to the OIDC working group and not the OAuth2 IETF group as it 
makes sense to keep the new 'prompt' parameter value with the specs 
where the 'prompt' parameter value is defined.
