[Openid-specs-ab] prompt=create working group question

Hi,

I have an outstanding action to write up a very small spec describing 
how a client can request that the Authorization Server take the user 
directly to the account creation flow and then when the user has created 
the account, return a code to the client via which the client can get 
tokens.

The simple spec describes a new value for the prompt parameter defined 
by OIDC.

I believe when I brought this up in the one of the working group calls, 
the recommendation was to submit this to the OAuth IETF working group. 
However, OAuth doesn't define the 'prompt' parameter.

Is this the time to add 'prompt' to the OAuth flow? or should I write up 
the spec for OIDC?

Thoughts?
