[Openid-specs-ab] OpenID Connect Federation draft 07 - Please Review

OpenID Connect Federation draft 07 has now been published at https://openid.net/specs/openid-connect-federation-1_0.html and https://openid.net/specs/openid-connect-federation-1_0-07.html.  People are encouraged to review it - especially the new language on applying policy to metadata at https://openid.net/specs/openid-connect-federation-1_0-07.html#rfc.section.4.

Thanks again to Roland Hedberg for progressing the specification based on working group inputs received.
