[Openid-specs-ab] Update on OpenID Connect Federations

On an OpenID Connect Foundation phone conference in August, we decided that Roland Hedberg and myself should collaborate on writing a merged draft for OpenID Connect Federation that brought together the best from the current draft and from my input.

We have now spent significant time and effort into a new draft, which is available here:

There is a lot of work remaining. But at this point, at least Roland and I agree that this should be the direction forward for OpenID Connect Federation. The draft should be mature enough for others to read, comment and discuss.
