[Openid-specs-ab] Public Review Period for OpenID Connect Federation Specification Started

As described at http://openid.net/2018/06/08/public-review-period-for-openid-connect-federation-specification-started/, we have started the 45-day public review period that precedes the Implementer's Draft vote for the OpenID Connect Federation specification<http://openid.net/specs/openid-connect-federation-1_0-04.html>.  This version is already being used for interop testing among prototype implementations, so it will be good to get the IPR commitments locked in.
