[Openid-specs-ab] OpenID Connect Federation draft -03

Roland Hedberg has continued to update the OpenID Connect Federation draft to incorporate feedback from federation operators and developers.  Draft -03 has now been published at http://openid.net/specs/openid-connect-federation-1_0-03.html.

The current version can always be accessed from the URL http://openid.net/specs/openid-connect-federation-1_0.html, which currently references draft -03.
