[Openid-specs-ab] First national eID scheme based on OpenID Connect

Good news for OpenID Connect:
The Bulgarian government started a project to implement OIDC for its
national eID scheme. Some details:
* Support for pairwise IDs for logging into 3rd party sites and apps
* Support for subscribing for a range of eGov notifications, delivered
via SMS, push, email, mobile app channel (SETs may be adopted where
possible)
* All related software commissioned by the government will be open
sourced and continuously synced to Github (as part of a new law that
requires all software written for the govt to be open source, unless
it's deemed sensitive).
