[Openid-specs-ab] New OpenID federation draft

This is good stuff, thank you Roland!  It will take me a bit to let this 
sink in.  The capabilities seem very powerful.  I've forwarded to the 
InCommon TAC, OAG, and TIER API working group for feedback as well.

Looking forward to seeing you next week in Miami!
