New issue 178: Starting or restarting a test instance doesn't work from Internet Explorer

At https://op.certification.openid.net:60000/ after creating a new test instance from Internet Explorer, it doesn't successfully start the instance and redirect to it.  I recently received the following error message in this case:

Failed to restart existing test instance. Please contact technical support. Please reference to this event by: 3434cdde-1750-400b-85a7-8cb3fff4e15c.

The button to restart the instance doesn't work either.

These work from Firefox and Chrome.
