The value testUser4 at vendors.contoso.com@stsadweb.one.microsoft.com is sent as the login_hint value for the configuration https://op.certification.openid.net:60708/.  The correct value is testUser4 at vendors.contoso.com.  I suspect that the test tool is incorrectly adding the domain of the server to the login_hint value.
