Michael Jones:

OP-L-04 (Verify that registration_endpoint is published) is really about support for dynamic registration, and so arguably should be an OP-M test.  Should this be part of OP-M-01?

OP-L-05 (Can Discover Identifiers using E-Mail Syntax) isn't part of the Config profile, since that doesn't include WebFinger support.
