As we'd discussed, signing keys may be hard/impossible to roll over for production deployments.  But for custom deployments, it may be possible, so we should allow people to test key rollover when it can be.

The instructions for this test should say that submitters doing certification can either submit a successful test result for this test or a self-assertion that the implementation supports key rollover, without an accompanying test log entry.
