[Openid-specs-ab] Migration - release candidate

Dear WG members:

Since the implementer's draft, we have attracted several comments on the
Migration draft.
Thanks for Torsten and James for filing them.
Those comments are all accepted and now rolled into draft 07.

Please read it and file bugs if you find them NOW.

We plan to start the FINAL public review by the end of January and make the
spec Final by the end of March.
