Yes – the implementer and the signer may be different. I’ll clarify that in the instructions.

So, I suppose the authorised contact and the authorised signer can be different.

Example values for the blanks in the Certification of Conformance have been added to the submission instructions at http://openid.net/certification/submission/. The examples given are:
• Name of Entity (“Implementer”) Making this Certification: ProseWare
• Software or Service (“Deployment”) Name & Version #: Humongous Identity 3.14159
• OpenID Connect Conformance Profile: Basic OpenID Provider
• Conformance Test Suite Software: op.certification.openid.net<http://op.certification.openid.net> as of April 12, 2015
• Test Date: April 12, 2015
• Authorized Signature: HQB
• Name: Harry Q. Bovik
• Title: Senior Computer Scientist
• Date: April 13, 2015
The foundation takes no position on who is authorized to sign a certification request for an organization – in keeping with the self-certification nature of the program. It’s up to the person signing to determine that they have the authority to do so within their organization in whatever way is appropriate within that organization.
In your case, Brian, certainly if Andre says that you can sign, then you can sign. You may be comfortable getting authorization from another manager or authority within Ping Identity or you may be comfortable signing on your own authority on behalf of the corporation. It’s completely up to you.

What should be put in the "Conformance Test Suite Software:"? Is there some version identifier for the test suite that should go here? The test instance URL? Something else?
What kind of person should be listed as the "Implementer’s Authorized Contact Information"? Is this the same as the person who provides the "Authorized Signature"? Or is it a technical contact? Or marketing/press contact? I'm not sure but I'm a bit hesitant to put myself there...
