[Openid-specs-ab] Draft of OpenID Connect conformance profiles

I took a cut at writing an initial set of OpenID Connect performance profiles to use in our OpenID Connect self-certification program.  Nat and Roland had shared feedback on earlier drafts, which improved the result.

It's only 3 pages so please give it a quick read.  It will only take you a few minutes.  Let's discuss this on the call in ~13 hours.
