OpenID 2.0 to OpenID Connect Migration Spec

  Nat has received feedback from Google.
  The scope value "openid2" for requesting OpenID 2.0 identifiers will be changed to "open_id" to align with Google's implementation.
  The spec is in the process of being converted to XML for wider distribution.
