[Openid-specs-ab] Reference for v1.0 specs

I’m working on our public-facing sign-in docs, which currently contain
pointers to the OIDC implementers’ drafts.  I’m assuming the correct
address to link to, for example for Core, will remain that of the
implementors’ drafts, for example “
http://openid.net/specs/openid-connect-core-1_0.html”?
