Messages 6.1 says:  Note: The OpenID Foundation may consider hosting a site https://self-issued.me/ that returns the above static configuration file so that the Client would not need any special treatment for discovery of the Self-Issued OP.

I believe that we need to decide from among these choices for Final:
1.  Host this site
2.  Not host this site
3.  Defer the decision and leave this remark in the spec
4.  Defer the decision and remove this remark from the spec
