We discussed on what Justin's suggestion [1] would add.

It seems to be pretty similar to the current last sentence,
but was not clear.

George is going to follow up on it on the thread.

Also, we discussed on whether we should add more text
explaining what is nonce. Currently, "nonce" is not defined.
We may be expecting too much to the developers.
According to a recent paper [2] and mixi's experience,
many developers does not seem to know what to do
when crypto is to be used like seeding PRNG with a constant
value.

We agreed that it would be a good idea to add some explanation
on what is expected of nonce in the newly added section 14.5.

Nat is going to create a ticket on it.
