McGrew Algorithm:
               Per the notes that Matt Miller sent to the JOSE WG, David McGrew has agreed to refactor his algorithm description for use by JOSE

Open Issues:
               We went through more issues about language tags and determined resolutions
               #816 - We decided to change from "MUST understand" to "MUST ignore if not understood"
