[Openid-specs-ab] Connect Messages MTI and keys review by Chuck Mortimore

BTW, Chuck read through the MTI section at http://openid.bitbucket.org/openid-connect-messages-1_0.html#ImplementationConsiderations this afternoon and thought it was fine.  He also read the Keys section at http://openid.bitbucket.org/openid-connect-messages-1_0.html#sigenc.key and also had no objections.  He does want to see interoperable implementations of key rollover to make sure we haven't left anything out or gotten anything wrong.
