[Openid-specs-ab] All specs now have Implementation Considerations sections - PLEASE REVIEW

I've added Implementation Considerations sections to all the specs and released HTML versions to http://openid.bitbucket.org/.  Please review these new sections.

It's possible that we'll add more to the sections in Discovery and Registration, per issues #210, #628, and #656, which I want to discuss on today's call.  Messages is the one with the most important content.
