[Openid-specs-ab] Messages updated with MTI information about OPs

Please review the new "Implementation Considerations" section at http://openid.bitbucket.org/openid-connect-messages-1_0.html#ImplementationConsiderations.  It contains a description of the server features that are mandatory to implement for OpenID Providers.  It contains the decisions made at the in-person meeting at Google, as recorded in http://hg.openid.net/connect/issue/604/all-create-a-mti-section and http://hg.openid.net/connect/issue/633/messages-42-jwk-and-x509-format-support.

I'll be adding similar sections to the other specifications, but wanted to get this one out for people to look at as soon as possible.
