Nat Sakimura:

When the client registers to the server, there will be a TOS of the server to the client, and if the client cannot accept it, it should not further connect. 

This TOS URL should be available in the Registration response, but there is not. 

Similarly, there should be a privacy policy. 

In short, we need to provide the following RFC5988/IANA Link Relations repository items. 

* privacy-policy
* terms-of-service
