[Openid-specs-ab] claims, claims_locales, ui_locales, max_age, and acr_values all now request parameters

Numerous things that could previously only be done with the OpenID Request Object can now be done with request parameters.  See these request parameters in Messages<http://openid.bitbucket.org/openid-connect-messages-1_0.html#RequestParameters>, Basic<http://openid.bitbucket.org/openid-connect-basic-1_0.html#rf_prep>, and Implicit<http://openid.bitbucket.org/openid-connect-implicit-1_0.html#rf_prep>:
               claims
               claims_locales
               ui_locales
               max_age
               acr_values

These are all in service of the decision to have the Request Object be simply a (signed) packaging of request parameters.

I've pushed all html versions to bitbucket at http://openid.bitbucket.org/.  The release candidate versions remain in the specs directory.

Hopefully this will help us reach closure on MTI decisions on today's call.
