Well, these few UI components will make up for the perception of OpenID 
Connect towards end-users and integrators.

As John already stated, web browser language settings are hardly used or 
correctly set. You cannot expect people to dive into their web browser's 
preference dialog-pile-of-... whatever. They just want a few simple 
language buttons somewhere on top of their application (EN-NL-DE-FR) 
from which they can select... all following screens (including 
transitions towards IdP's) should use the selected language setting.
