[Openid-specs-ab] Privacy Considerations

So, here is the long over-due privacy consideration documents.

It is a -00 so is pretty rough but still useful, I think.
It is just using ISO 29100 as the framework. I should also go look at
IETF document that Hannes works on as well and merge them in.
