Yes

Updates are complete replacements of the config info.   With the possibility of errors etc we would need to provide an interface for the client to read its current config if we allowed changes to individual parameters.

Updating the shoe thing was decided to be the safest way for the Client to not get confused about its settings.

As the redirect URI is required you need to send it each time.
