The space-delimited lists are in contexts where the data structure is form-encoded, rather than JSON. If you find any space-separated lists in JSON data structures, please let us know and we'll correct them to be JSON arrays.

I can only say that I wished the same reasoning was used when dealing with 'redirect_uris' and other 'space-delimited' lists.
