[Openid-specs-ab] OpenID Connect self-issued functionality released

The specification for how a relying party can utilize self-issued identities has now been released. Self-issued identities use keys you hold yourself, rather than keys held by a third party identity provider. This allows you at act as your own identity provider.
This completes the set of changes/deliverable agreed to at the in-person working group meeting at Yahoo!.
