So to sum up:
* Claims marked required allow the server to indicate in the consent
form which claims are absolutely necessary for the end-user to get onto
the client app.
* If the required claims are not available or the user didn't consent,
the server returns a general "access_denied" to the client (
http://tools.ietf.org/html/draft-ietf-oauth-v2-25#section-4.1.2 )
And we don't need a special "required_claim_unavailable" error.
Is this correct now? :)

The spec is not requiring an error to the user. It is saying that the
IdP can't send a positive authentication without the required claims.
The IdP must decline the authentication.
